legal question got Conn. folks

my brother lives in Connecticut and is in the market for an M4-style setup.
he is pretty new to the the gun culture and he asked me able the legal aspects of him owning an "evil black rifle" in Conn.

Is Conn. one of the anti states or can he possess such a rifle?
What, if any, hoops are there for him to jump through?

I don't know, and I live here! lol... Friends of mine have similar rifles, and haven't seemed to have had problems getting them, though. I am interested in responses.

Yes you can own the evil black gun in CT but limited. No threaded flash hiders or adjustable stocks unless the receiver is preban (before Oct 94, CT AWB).

No AKs (76.2 x 39 cal) allowed.
