How to ship primers

Well, I'm getting very frustrated...

I bought some Federal primers for a buddy of mine who lives in Lubbock, Texas. I've been trying to figure out how I can ship them to him. UPS Stores won't do it. UPS says that I need to find someone with a hazmat contract willing to pack it, ship it and fill out the paperwork. I've called a couple of FFLs in the area and so far no one is willing to do it.

Do you guys have any suggestions for me?

Not really, it's something that a regular citizen really can't do. Other than finding someone who is rated to ship such things, you're stuck.

On the other hand, if you backorder from Graf and Sons, they are usually getting shipments in monthly. I only had to wait 3 weeks for 30k Federal Large Pistol.
