Hello gentleman I have a question I was hoping some of you may answer. I am looking to buy a stripped lower reciever for an ar15 tomorrow, and I was wondering about the paperwork. Being as a stripped lower can technically be built into a pistol, do you have to provide proof of residence along with a handgun safety certificate? I live in Ca. so I already know about the legality towards building it in compliance with state laws. Screw the bullet button.

I cannot comment on the CA hoops / spin.

On the ATF 4473 Stripped Receivers are transfered as Other. There are three boxes. Handgun, Longgun, and Other. For other you must meet the federal requirements for receiving a handgun from an FFL. Over 21 and transfered by an FFL in your state.

I am sure CA then piled more on it. :) Hopefully someone who knows the CA stuff will clarify.

There is nothing illegal about buying a stripped lower, lower, or AR Rifle;

You also still have to wait 15 days, before pick up.

Some places you can call (in SoCal), are;

Ammo Brothers in Cerritos

Cold War Shooters in Highland

Ammo Bros in Ontario has stripped lowers for $199, I think it's SPIKE, not sure. You DROS it the same as anything else with the 10 day wait.

Go to calguns.net if you have specifics on building an AR pistol. They got guys who are fanatics about it and there's one for sale too in the classifieds. Not sold yet, and it's a little beauty too.

Don't mess around with the bullet button for rifles, but for pistols, I'm not sure about the law since the AR has the mag outside the pistol grip and it has a heat shielding forend which was part of the AWB laws.

They transfer like any other rifle. I wouldn't build it into a pistol in CA, I don't see how that could possibly turn out well from a logistics and legality standpoint.

I had no intention of building a pistol. I am going to build an m4 carbine. The reason I was asking about the paperwork, is because I read somewhere that you have to be 21 to be able to purchase a stripped receiver since it technically could be turned into a "pistol".That led me to ask the question about the paperwork. I wanted to know if had to have a HSC & proof of residence. Its illegal here in Ca anyways to build an AR type pistol which I found out. The paperwork was just the same as if you were buying a rifle. All I had to do was present my DL and fill out a DROS luckily. I will have to use the bullet button which sucks but I think the rifle will be super cool anyways. Damn Ca liberal BS!:steamed: I bought the CMMG stripped lower.

Preach on. The people that walk out of those dispensaries are usually the "thug" young looking "gangbanger" types. And you know they're walking in there and buying a ton of stuff to go sell out on the streets and make a profit. Save it for the people with real ailments like cancer or the grandmothers with glaucoma.Sheesh.WAKE UP CA.
