40 HST in plain white box @cabelas

While at Cabelas this past weekend I noticed they had some Federal HST in 40 but it was in a white box with generic black lettering. Are these seconds or rounds that didn't pass inspection?

Ok, so after a little searching I figured out on another forum that these are just
