im looking for target rifle with iron sights 17 hmr bolt action for around 400$ any suggestions? also any suggestion on how to go about finding a used rifle

What type of targets are you planning on shooting?

Normally when people say "Target" rifle I think they mean a competition rifle. Like this:

If you are just looking for an accurate .17 HMR rifle the Savage 93R17 heavy barreled rifles are in your price range and very accurate in my experience. Consistently shooting sub MOA 5 shot groups.

Competition style in .17 HMR. Never seen one. You'd probably have to build it. Closest you'll get is an Anschutz or Cooper with a heavy barrel. Then you would have to put it in a target style stock.

Also your $400 price cap is a bit of a problem.

The rifle in the above picture was made in the mid 1970's. It's still worth $1,500. A new one with a bit more modern features will run your $2,000-$3,000 with sights.

A friend we shoot matches with rigged a Marlin 917V in 17HMR for iron sights but couldn't get it to shoot well. He mounted the front sight on a press fit ring slipped over the bull barrel. For some reason, it just never performed to his satisfaction.
