I am firing Winchester 150gr PSP in my m1. I took it out and it would not chamber a round on about one round in a clip. The bolt closed on an empty chamber. Any ideas?

I'm going to say the soft lead tip of the round is giving you problems. Its probably catching on something as it tries to feed.

Or, it might be lack of lubrication, which can cause short-stroking.

Short stroking can be caused by a number of things.
Dirty rifle and not properly greased
Op Rod piston out of spec
Gas cylinder out of spec
Gas screw not on tight
grease, oil inside the gas cylinder, it should be dry
Op Rod bent out of spec and rubbing on stock, etc
Dirty chamber, clean with chamber brush
Commercial 30.06 ammo is not recommended for your Garand unless using a adjustable gas screw
