Can I buy the receiverless kit to have a SBR built BEFORE I apply for the license/permit/tax stamp, or do I need to be approved first. I would like to build a 5.45 Krinkov now that Alabama allows SBRs.

Understood, but can I have a receiverless parts kit? Or is it apply for permission, then try and find the kit and receiver? Right now I have neither.
