I thought the three guys that took him down and helped the Officer did a pretty good job.

My biggest problem with it was that the officer did not engage after the EDP took the lady's shopping bag and bashed it on the ground. At the point that he becomes physical with uninvolved third parties, it's time to do SOMETHING. He let the guy do that, and then he (the EDP) goes after another person. Had that other person been injured, it would have been hard to explain why the officer had continued to stand by.
Kudos to all of those that stepped up and helped, though.

LEO hesitation seems to be a bigger and bigger problem, especially with the more "politically correct" jurisdictions. And I put a lot of the blame on agency training and the media. LEO candidates start with wanting to do the right thing but the academy teaches them, and they learn from the media, that if force is used, they will always be second guessed. So naturally it's "safer" to wait until the BG acts in such a way that there is no question police force was necessary.
So LEOs end up reacting, not acting.

You're 100% accurate. Did you notice how many cell phone cameras were being utilized?? This is one of the reasons why coppers hesitate, which could lead to being injured or killed......Back in the day this would have resulted in the EDP getting a "splinter shower" and being hauled off to the Psych Ward of a local hospital.....:whistling:

Yup and the reason they grabbed their phones, they were looking the uniformed cop for help and he failed, had he grabbed him before or just after he attacked the lady on the stairs he would have had numerous people helping him. He still would have had the picture takers, but people all over the country are tired of being pushed around by bullies and nut-jobs and given direction they will help and fight back.

As far as I know NYPD currently issues TASERS to patrol supervisors and ESU units, not the sector cars, I am not sure about Highway.

I once arrested a naked guy without incident thanks to the mere threat of spraying him in the junk. He ran from me and I ended up cornering him.
