In Ohio, it is forbidden to carry in : "Buildings owned by the state or any political subdivision.Buildings under the control of the state or any of its political subdivisions, such as counties, cities and the like also prohibit
concealed firearms. This prohibition also extends to all
portions of any building that is leased by the state government.
For example, it would extend to the floor of a private building
that is leased by the government. Additionally, libraries,
which are often funded through a consortium of governmental
bodies, are covered by the statute."

NUMBER 1:...I work in a regular office building where an FBI office is located on a floor. As a permit holder, can I carry into my office, which is on a different floor? Can I ride the elevator that goes past their floor as long as I don't get off on their floor?

NUMBER 2:...Can a non-licensed individual carry a concealed gun in their own yard, say outside their home, while working on the yard, etc? In case somebody jumps them while they are distracted?

Number 2. The law says in the home CC is ok without CHL. Outside the home will need to be open carry, not concealed

FBI is not a state agency.

I would calll the state attorney general and ask.

This is why you don't get legal advice on a forum. You received opposite answers to your second scenario. One of those answers is wrong. You pick.
