Budget 500 yard rifle

I was looking for advice on the best budget .223 bolt action rifle. I will be shooting no more than 500-600 yards and I have a budget for the rifle of around $600 and maybe $200-400 for the optics. I wont be doing any competitons with it, it will just be for fun at the range. Doesnt have to be crazy accurate but MOA out to 500 yards would be nice.

I'd recommend something made by Savage or Remington with a moderately heavy barrel and a 1:7, 1:8, or 1:9 twist. 1:7/8 will allow you to shoot the 77grain bullets.
