Ridiculous charge. I behave as if I'm being recorded.
If the person recording is obstructing me or interfering in an arrest there are laws to deal with that. Otherwise, record away, just stay far enough back to not interfere and we are good.

My feeling is IF the Officers are not undercover, are on duty, doing their job... They should NOT be upset if someone records what they are doing.
If you are doing something you shouldn't do.... Don't do it.

Thats fine with me. I record EVERYTHING nowadays. The camera has never hurt me and has saved my butt on several occassions.
It also help keep my lips buttoned, which seems to be the main source of my troubles.
I have no problems being filmed while working. However, by the same token, don't get all upset if I record OUR encounter as well.

I love it when they get mad when I tell them I'm recording them as well. Kind of hard to cut and paste my side . . . :)
