is there any truth to this, anyone? Ive done searches upon searches and checked Handgunlaw.us but to no avail. Does anyone know for sure if this is going to go through? any info would be helpful thank you:wavey:

I don't know. I know when ND switched to the class 1 and 2 permits that was one of the the states that wouldn't accept it because the disqualifications for certain crimes didn't match up with MN standards. I worked in Detroit Lakes, MN over the summer and it was not uncommon to see people from Fargo or other parts of ND come to play golf at our course. In fact both my bosses were from Fargo, one of them lived there and made the hour drive. I always thought how it would suck to have to get both permits. But I think if a ND resident were to just get a Utah permit they could carry in ND and MN on that. I'm not 100% sure on that though.

The only thing I can say is that MN has their criteria before they will honor another state. MN doesn't care if the other state honors them or not. The state must meet their requirements. What all those requirements are I am not sure. MN by law has to look at every states laws and list what states meet their requirements. Then list those states. I figure you have seen this listed on the MN website at https://dps.mn.gov/divisions/bca/bca-divisions/administrative/pages/permit-to-carry-reciprocity.aspx

On an annual basis, the Minnesota Department of Public Safety is directed to establish and publish an online Internet listing of states which have handgun carry permit laws that are not substantially similar to Minnesota’s law under Minnesota Session Laws 2003, Chapter 28, Article 2 Section 21, Minn. Stat. 624.714 Subd. 16. The department has determined that laws of the following states are not substantially similar to Minnesota (or have no handgun permit provisions) and are not valid in Minnesota:

The main problem is that the Department of Public Safety decides whose laws are "substantially similar." That phrase has taken the meaning of "As or more restrictive" pretty much since the beginning. Discussions were had with previous Governors and Commisioners but no one in Pawlenty's camp would correct this and there is no way anyone in Dayton's will.

It will be the training requirement that will keep MN from recognizing ND. The fact that a training class is not required since there are ways around it will prevent that. Same reason MN will not recongnize WI, FL and a few others.

ND does require training for class 1 permits and the age to get a class 1 permit is 21. They also have fingerprints taken (class 2 does as well). The class 1 permit is recognized in a fair amount of states. Class 2 for it's requirements is good in a fair amount of states.

The issue is that there are ways around having to do the shooting portion of the class. Some of which absolutely should not be allowed to count. That is part of the issue MN has with WI, FL and a couple others.

According to USA Carry, no. You can not use your ND permit to carry in MN.

Sucks for residents of both states. ND will only recognize another states permit if that state recognizes theirs.
