Can a city PD that intends to hire a new officer, post the job / test internally i.e current city / department staff and hire without doing the whole public notice deal?

Depends on the local/state laws. I have no clue for Ohio.

Ohio:
Is this a city, as in over 5000 population, and therefore has civil service?
If so, my interpretation of the law is no; they have to post it. However, they can hire the current city employee and circumvent the list as long as he tests and gets a passing score.
If a county, village, or township, they can pretty much do what they want; although most larger places will still adhere to common civil service requirements regarding posting, testing, and hiring.

In CA, they can do whatever as long as they don't have their own rules prohibiting it otherwise.
