Nobody is running America. Thousands of folks from the county to the Feds as well as businesses make decisions which affect different locations differently. Each "big shot" has only a very small portion of the pie. It's chaotic for the people who need to believe that one group is almighty, but it results in a great deal of economic and personal freedom throughout the nation.

Example: If you don't like California you can move to Nevada or Arizona or wherever you feel best. Mobility is important for this scenario.
