You seem bound and determined to buy a prepacked bag.

Just curious, but may I ask why you choose to go that route instead of buying piece by piece?

Adventure Medical sells small "refill" packs:

http://www.adventuremedicalkits.com/products.php?catname=REFILLS%20&%20MORE&cat=18

There are handy because each pack is self contained for a specific situation.

Wound Care / Burn Refill modules
Medications / Instruments Refill modules
Fracture / Sprain Refill modules
Bleeding / CPR Refill modules

how much does that weigh, what is its overall size...and how many people are you predicting you are going to care for? That looks like a "squad" sized med bag to be tiered to another pack. That is well beyond what one would considera IFAK.
