What's the purpose of the plastic spacer on the guide rod?

That is a recoil buffer. It supposedly lowers the felt recoil of the pistol. I've never shot my USPc without it, so I'll have to take HK's word for it.

Correct, it is a recoil buffer.

The USP Compact utilizes a free floating buffer while the USP fullsize utilizes a dual recoil spring assembly.
