I know the Gold Dot in the 357sig has a great reputation among the LE community but for the average citizen would a more aggressive hollow point ammo be a better choice.

That would depend on the armed citizen's predictable threat profile. The key thing is, what size hole (width vis-a-vis depth) do you think will do you the most good in the situation where YOU perceive yourself most likely to have to fire a handgun defensively?
The 125 grain Gold Dot or equivalent .357 SIG load has given excellent tactical penetration through auto glass, etc, AND has not developed a reputation for over-penetration on unshielded men facing the defender.
