There was an incident that happened a few years
ago that most people have never heard anything
about. But this incident speaks to the very essence
of the mission and the current state of TMPA. So it
is only appropriate for you to now hear the rest of
the story.
A cold, drizzling rain was falling on the capitol
building as the President of the United States
walked out onto the East Portico to deliver his second
inaugural address. The Republican president
had originally been elected four years earlier even
though he received less than half of the total popular
vote. His presidency had been marked by some
of the most trying times in our nation’s history.
Now, four years later, he had been re-elected by a
comfortable margin, but only after a vicious campaign.
He is now focused on trying to re-build the
nation, putting aside our differences and moving
the country forward.
A young man in the front row of the crowd, who
despises this Republican, and all that he stands for,
lunges toward the President. A Washington
Metropolitan Police Officer, John Westfall, grabs
the young man and holds him back. The President
does not even notice and moves on to the podium.
Officer Westfall recognizes the young man. He is a
nationally famous actor, and he is from a family of
famous actors. Westfall knows that arresting this
celebrity will not make his bosses at the police station
— or at city hall — happy. So he accepts the
would-be attacker’s explanation that he had only
stumbled. Officer Westfall lets the young man go
and does not report the incident to his superiors.
You all do in fact know the rest of this story. Six
weeks later that young actor, John Wilkes Booth,
assassinated President Abraham Lincoln. No one
disputes that Lincoln's assassination changed the
course of history.
But what if? What if Officer John William Westfall
had felt confident that he could enforce the law,
arrest a man who had just tried to assault the
President of the United States — even a famous
actor — and still had the backing of his department,
and his city council, and his citizens?
What if Boothe had been arrested and interrogated
on March 4th, 1861? Might that arrest have put in
motion a series of events that would have prevented
the assassination President Lincoln?
How much did Westfall’s decision NOT to arrest
Boothe, also change the course of history?
Every peace officer has been in situations where
they have had to ask themselves, “If I make this
arrest, or write this report, or write this ticket, is
my department going to have my back?? Or am I
risking my livelihood and my family's financial
well-being by simply doing my job?”
TMPA was created in 1950 to pursue job protections
and due process for all cops in Texas. TMPA
has been, and will continue to be, focused on that
You all know that when you are out there doing your
job, trying to do the right thing, TMPA has your back!
We are striving for the day that all of you, when
you face a dilemma like the one that Officer John
Westfall faced, you will also feel comfortable that
your department, your city, your county, your
school board, your voters, will also have your back.
You should be able to make law enforcement decisions
based upon the facts and evidence before you
– not based upon the potential consequences to
you personally. And the citizens you serve need for
you to have that confidence as well.
Because we all know that every day that you work,
you are faced with decisions that will change the
course of somebody's history. You and your family
should not suffer because you choose to do the
right thing.

I'm going to formally request that you cease from associating with Dragoon. Very disingenuous ruse in the 1st sentence, and thruout the article. I like it. :)

There are too many similarities between between then, and now.

The only pressing remaining question then is: When Pres. Romney is in office, will you be able to restrain yourself when you are arresting Alec Balwdin?
