If correct, for the pickup to hold so many people some had to be in the back and my guess is he shot out the back tire and got the common skid and flip - I have a video somewhere of exactly that happening during a pursuit (but shot from a police car).

The only way this story could have been written any worse would be the pentient for the local journalists on the border to publish LEO's addresses to intentionally put them in danger. I know, because I have seen it done way to many times.

If so it was a Ranger doing the shooting, and that would fit being in choppa' and taking the shots.
I guess some people get Cali and Texas mixed up for chase rules...
