The better question would be - how does a CEO allow this many "extra" people onto the payroll in the first place?

I will bet you that some of the people that are losing their jobs were hired in the last 6 months.

In these cases the CEO should be fired for not managing the business.

IMHO a CEO is a part of management. They are managers.

Fact remains: nail drivers don't create the circumstances where additional nail drivers are needed and thus profit increases. They just drive nails. Management creates the circumstances where additional nail drivers are needed.

Speaking as someone who's been firmly on the management side for a long time: you need both.

And when you're down to the last three guys, you fire the manager, not the nail drivers.
