I thinks its just a bullet from a rifle, not a complete round.
You're mistaking the back end of the bullet for the brass.

That's a rifle round going through a hole in a target that several rounds have already been through.

Looks like a boat tail rifle bullet to me. The end of the bullet has a taper, making it kinda look like a wide rim, but it is actually getting smaller there. And the tip of the bullet is a lot longer and pointier than you might first be noticing. The tip is sort of in shadow, but you can see it there.
What is this picture supposed to convey?
It conveys to me that the NRA gives advertising contracts to the lowest bidder.
That "object" does look as if it is a cross between a full round and fired bullet.
This reminds me of the HK screw up with the bullets inserted into a pistol magazine backwards.

It's a rifle bullet. But it LOOKS like a rifle bullet with a pistol case on the back of it. Not very good editing.

I've looked at that image for years, and the tip of the bullet always seemed to me to be a portion of the light effect.

I had a similar issue with the symbol shown below.
For the first year or two, I thought it was a cartoon close-up of some hillbilly's mouth. Complete with several missing teeth. And yellow teeth at that! I had no idea why it was so popular. It seemed that everywhere I went I saw someone who was wearing a t-shirt depicting this odd cartoon of a wide open mouth with the missing teeth . . . kids, teenagers, adults.
I finally asked someone about it. Until I was told what it was, it just did not make me think about Batman. But then I had not read any of the comics since I was a kid, and I've never seen any of the movies. I never was able to make the correlation on my own.
