The fault lies in the obvious- infantile behaviors, government encouragement, etc., but the concerns brought on by a massive wave of poorly-raised yoots is shared by all. All with any thought of social stability, crime, incarceration, and the perpetuation of that civilization-killing behavior.

With few exceptions, inner-city blacks don't have a chance.
In early childhood, they don't get the attention and stimulus needed to develop their brains. By the time they get to grammar school, they have difficulty learning the basics and fall behind very early. By the time they get to high school, the inner-city culture discourages education as a "white thing". The girls usually follow the example of their mothers and get pregnant, and the boys join a gang and start a life of crime.
There are exceptions, but that's the general rule. Why has this happened? Answer: Welfare, aid to families with dependent children, food stamps, HEAP and Medicaid. This is a problem created by and facilitated by the continued policies of the federal government.

I'm buying the "educational divide between the races" line less every day. We live in a country where welfare means cable TV and internet access (for those that want it at least as bad as a daily pack of smokes) and all the information is out there for nearly anyone that wants it. Take all those little ****head kids scoring so poorly and watch them for a day and you'll see that they know something. They know how to get to level whatever on some pointless game or the lyrics of every popular song in the last 5 years. They're filling their heads with something, it's just not anything useful. It's not like they're just stupid and unable to absorb anything.

Because the thug culture worships drugs, sex, and their perceived virility. Money is easy, just take it, no problem. Plenty of free stuff from the government. Real men have all the women they want, they don't have to marry them to have sex with them. Thugs need their Independence.
Women in the culture believe that to keep their man they have to make babies, also, babies are money makers. Sex is the only thing the man is interested in and the women give it up easily to have a man they need to get their stuff for them..
Education is looked down on by the thugs because it represents being under the thumb of the man. Jobs are for weaklings that cannot take what they want.
No improvement will occur without assuming responsibility for their own welfare, their families and their self respect. It's getting more like a third world run by thugs.

Yep. There are non-thinkers on both sides who will vote who their told without putting any thought into it. I live in a world where the majority of Democratic voters are white. The few Republican voters I know are uneducated simpletons and the Democrats are much smarter people far better prepared to defend their beliefs with something much more compelling than the typical, "Democratic voters are just stupid and that's all there is to it" rhetoric that I can absorb an ass full of here every day.

The repercussions of that Moynihan report (which is far from forgotten) are what are remembered even more than the report conclusions. Dan caught total hell from the Left for it, and the entire subject of fatherless children became off-limits because nobody wanted to.run that.gauntlet again.

Anecdote time -- over 20 years ago, I worked in a satellite office supporting a federal project that was in dire need of admin support. We wound up getting a black woman of indefinable age (I will guess late 20's). She was a GS-2.
Now, I knew such low grade levels technically existed, but I didn't know anyone actually held such a grade. She commuted to the office via bus. She had a family photo on her desk of herself and three very young children. There was no man in the photo.
In the course of her "employment" at the office, I noticed she had a falling out with a young yuppie-ish black man in the office with whom she'd struck up a friendship. It turns out she had been talking to him about wanting to buy a used car. She had found what she thought was a likely car, but didn't have the 600 dollars to buy it. Evidently, the young man reacted with derision, laughed at her, and said something like, "You don't have 600 dollars???" Thus ended their friendship. I mention this event to provide a baseline for her financial situation.
Anyway -- one day, I came into the office to see a cluster of four black women ooh-ing and aah-ing at the young woman's desk. It turns out she had just found out that she was pregnant with her fourth child. She was beaming happily.
Another baseline about the woman... We needed documents scanned into digital format. Since our satellite office didn't have a scanner, our supervisor tasked this admin woman to go to another office and scan the thousands of pages we had onto floppy disks. She dutifully disappeared to the other office. After three months, I asked the supervisor if we had the scanned documents. She said to talk to the admin woman. I asked the admin woman for the documents she had scanned up to that point. She handed me a floppy disk with two documents on it. Again, I provide this event as a baseline to round out a picture of the woman.
Magnify this anecdote thousands and thousands of times over. And that was over 20 years ago.

This, with a few appropriate variables, has been the case(s) for me and my brother over the years RE: hiring.
I recall the last exchange I had with an applicant: ME: "You realize that if you want the job, you'll have to hike up those pants and try to look more like your fellow workers, right?" APPLICANT: " I don't want the job, I want's th' check!: all the while looking at me with a certain shock/disdain expression.
"Hey, you can't be washing & waxing your car on company time!"... "Go talk to somebody who gives a _______ ."

The most effective predictor of student success is the socio/economic/educational level of the parents. The higher those factors are, the more likely their children will follow in their footsteps. Are there exceptions? Of course.
The lower those factor are (as in poor minorities), the more likely their children will follow in their footsteps. Are their exceptions? Of course.

Yes I hear you, it's been going on for years and only getting worse. I was working in Los Angeles for a major corporation back when the Watts Riots happened. Our company hired 20 or so people from the Watts area under a special government program. No taxes was taken from their checks as part of the program and they spent two hours of each day in class rooms being taught basic math and reading and writing. Our corp. education group normally taught Unix programing, advanced electronics to employee's, but for two hours each day for a year they did the math and reading thing. The Pacific Telephone company had the same hiring program we had and they partnered with us and each day and yellow school bus pulled up and unloaded a bus load that attended the same classes. Five years later they were all gone except one guy which took advantage of the program and became a successful employee and did well for himself. All the rest just stopped coming work one by one for unknown reasons.
