Straight out of the Clinton era cover-up playbook, everyone except Hillary Clinton, President Barack Obama, disgraced, philandering ex-CIA director David Petraeus (the mastermind of the failed, deadly COIN policy (http://defensetech.org/2010/07/28/petraeus-issues-new-coin-guidance-for-afghan-theater/) in Afghanistan), and Defense Chief Leon Panetta, are blamed, including the deceased.
