Buffer tubes

I have a lower that says it has mil-spec threads.
Can a buffer tube have mil-spec threads and a commercial diameter?

This is a project rifle. This is probably not the best time to build one,but who knows what will happen down the road.

Threads are the same in all lowers. Threads are the same on commercial and milspec "tubes", although the milspec threads are full profile since they are rolled in instead of being cut in by a thread cutter.
