I have two Walthers, a Manurhin PPK and an Interarms PPK/S. The Manurhin works perfectly. The double action on the Interarms is faulty.

What is the problem, and what can I do to fix it? I am not aware of any decent gunsmiths in my area. I went to one today who was completely clueless. He told me to change the grips.

I had a lot of issues with my Interarms version (none with S & W). I took it to a local gunsmith (also a friend) and after the last time, sold it. If no one can help you on GT, you might try (http://www.waltherforums.com/forum/).

Since you have both guns, why don't you take the parts out of the working pistole and exchange them with the other one.
This way you know which you need to buy.
Then replace them and enjoy shooting them.

Non-factory grips can affect the action of a PPK. Experienced this with a pair of Hogue grips on an Interarms PPK/S. Put the factory grips back on and the problem went away. FWIW, my S&W PPK/S was a POS.

Either the trigger draw bar or what Walther calls the "cocking piece" is defective.

Some careful work with a Swiss file might fix it, or better yet, replace the part that is defective. Swapping parts between the two pistols will determine which item is the offending piece.

In the Walther forum a gunsmith, Mike, M&M out of VA as I recall, posts quite often. He seems to be quite competent. He repaired a badly broken TPH and the gun now works 100%.
