Which is why I'd rather take that $2 million spent over a decade which works out to $200,000 in annual outlay to reduce our interest burden on the national deficit by the corresponding amount.

Instead of $220 billion a year it would only be $219,999,800,000

Ok. Let the South keep its part of the $2.2 trillion debt service over ten years and it can pay the $2 million no problem.

As inflammatory as you are trying to be, I would typically agree that the federal government has no business doing anything of the sort.

This is a particular exception. Regardless of the reasons involved, some states attempted to peaceably leave the union and the union violently took them back. Honoring and recognizing this kind of sacrifice falls just second to the complete and immediate reintegration of the population of the Confederate citizens into the union in importance of federal responsibility after the war.
