I am going to write BATF about this, but my question is...what part of a G18 must be torch-cut to "de-mill" this? I wanted to acquire a G18 with inoperative receiver for historical value, but I wonder just what will be hacked.

I assume you mean to render the weapon completely deactivated, but not entirely destroyed?
If so, a diagonal cut through the rear part of the slide that DOES cut through the selector lever will do it.
Is the slide the "reciever", or is the frame the NFA component? They both are marked with (the same) serial number...must they both get cut? Who has the authority to cut this (any C2SOT?, ATF?, chop-shop down the street?) Does ATF need to inspect? Do they get a letter from blank (the chop-shop down the street) saying that G18 S/N XXXX was destroyed on 29 Feb?

A SOT would need to do the cut (I don't think it would matter which class) and some sort of verification sent to the ATF, probably to include a diagram and/or photos of the destruction, date of destruction, and who did it.
I think that the selector mechanism is the controlled piece. There are aftermarket selectors that can be added (obviously not by Joe Citizen) to many (most?) models to enable full auto / select fire. Remove the selector, and it's only able to fire one at a time.

Since even post 86 dealer samples go for a couple thousand you would most likely have to find an imported cut up gun.
You could also remove the selector and spring which is a fearly easy job and then plug the hole, this makes the pistol operative but unable to full-auto fire. Will BATF acept this?

A Glock 18 would have to have both The Slide And The Frame (Receiver) destroyed as the slide is "Married" to the Frame/Receiver.
Remember the Glock 18 will be registered with the serial number on the Frame/Receiver.
Also NO welding up holes in the slide as "Once A Machinegun Always A Machinegun"...
