I am looking for an inexpensive 9mm upper and mag block (and anything else I need to turn my Rock River into a 9mm) because my local Steel CHallenge has a carbine class but doesn't have plates that are up to rifle calibers. Where can I find one?

And they aren't exactly inexpensive. I've got about $550 into mine (A2 upper, 9mm hammer, 9mm buffer, Hahn 9mm block) not including the lower & stock. Add $50+ per Colt 32 round mag or about $10+ per Uzi 25 round mag plus the time to notch them yourself. You could also send the Uzi mags out and have them notched for about $10 each plus shipping, or you can buy pre-notched Uzi mags from RRA for $35 each.
You could also go with an Olympic Arms complete 9mm AR that uses Glock mags. They run about $850 and I think they come with one 31/33 round mag.
also there are oly 9mm uppers
have one for m16 that uses sten mags and a blok for them is like 60$ for unmodded mags

The only 9mm uppers I have seen near the $500 range are used ones...pistol caliber uppers are a bit pricey for me, so I will stick to .223 and .308 versions for now.
For the $500 range have you considered buying the Storm or Kel -tec Sub2000? You get the entire rifle for the same cost as the 9mm upper....well the Sub 2000 you can buy for $250. Both are great little carbines to shoot. I own two Kel-tecs...love the fact that I can hide them in my laptop case.

Why stop there when you go go all the way down to a Hi-Point carbine? I think you can buy TWO of them for $250.
A "Che"vette is not a substitute for a "Cor"vette. No disrespect intended to any non-AR pistol caliber carbines, but they are an entirely different animal. But, if the only use is to compete in a local steel challenge club match from time to time, a Kel-Tec, Storm or Hi-Point might be perfectly acceptable and a cheaper.
BTW, apparently you must not be looking in the right places for 9mm uppers. RRA 9mm uppers (http://www.rockriverarms.com/item-detail.cfm?ID=9MM0550X&storeid=1&image=9ua2.gif&CFID=9948958&CFTOKEN=87625100&jsessionid=c030e96fb5e6N$1E$05Q) are only $480 retail. Add $200 for the 9mm parts (mag block, hammer and buffer) and anywhere from $50+ for some mags and you're all set with a conversion for less than $750 RETAIL. Shop around and you should be able to find it for a bit less. If you already have an AR anyway, you will have a consistent manual of arms when you practice with the 9mm upper or the .223/5.56 upper.

just get a vector UZI carbine, I got one, and it is great!!! you can get them for less than $600, and Rex at vector stands behind everything he sells.

Why not get a Kel-Tec Sub2000? You can get 'em for like $250, and they take Glock mags! And it folds!

Having to change out the hammer or any other mods to my lower ruins the deal for me. I just want to swap an upper and toss in a mag block.
The ARs that take the Suomi mags are looking like the only attractive AR option as of now. Otherwise, I just can't justify the expense of buying a conversion or modding my lower when I can get a 9mm carbine for less. Heck, even a ruger PC9 or a Camp ( would be a lot cheaper.

Take a hard look at the Marlin 9 mm CampCarbine ... with MecGar 20 round mags and Wolff XP recoil spring. Add something optical, count your investment - you´ll still saving money on the AR conversion upper, and have two guns!
