VEPR K - Best scope, bracket and mount?

Just ordered a new VEPR K 7.62 - finally. I've been reading a lot about various scope and mounting options. Here's what I'm looking for:

1) Magnification out to 3-400 yards
2) Durable
3) Stable - I want something I can zero and not worry about it shaking loose
4) Relatively simple to install - no gunsmithing
5) Under or around $200 for all hardware and optics

Also, I've seen several brackets that mount to the top of the receiver. What is the consensus on that vs. side mount?

i have tried several mounts and the best is the kvar. most have the scope off to one side slightly, the kvar is centered and will not loose adjustment when taken off and reinstalled.
