I was looking on gun broker for a mak and a couple of offers said they would mail to C&R. I thought Maks were not considered C&R??/ Does this mean since I have a C&R I could just have this shipped to me??? I am a little confused right now^8 ;4

The Russian military Maks (NOT the IJ70) and the East German Maks are C&R.
That is great news. Thanks for the info. Now does that mean the ones that SOG has are C&R?? I can feel that credit card pulsating;f

If they were actually military or Police.
The commercial ones are not.

I don't believe any Bulgarian Makarovs are considered C&R even the military ones. As Teakwood said, just the military Russians and East German Makarovs are considered C&R. I did see a letter that someone sent to the ATF to see what would be required to have Simson Suhls considered C&R. The response they sent back was that there was no way for them to verify their value as a collectible. Personally, I think the chrome plated Bulgarian military Makarovs should be C&R because those are very hard to come by (speaking from experience). And, of course, the Simson Suhls because there were only about 800 or so made and the number of collectors are growing all the time.
Since I am new to Maks I am wondering which Russians are actually C&R? For example I am looking at a Russian Baikal IZH-70, does this classify as a C&R. I know someone said an IJZ? is not but what about the IZH or are they one and the same except for caliber?? Thanks for your help with this.
The IZH-70 does NOT qualify as C&R.

I don't own the IJ70 or other adjustable sight Makarovs; do they have IZH stamped on them? (I suppose it may indicate manufacture at the Izhmech plant).
It is stamped IJ70, but is also marked IZH-70. Here are 2 pictures showing the markings.

The Russian commercial Makarovs were imported in several waves over a couple of years in the early to mid 1990s. Recall that this was just after the fall of the USSR and things were still in flux there.
The designation IJ70 and IZH70 (also IJ71) are both abbreviations for "Izmech" as translated from the Cyrillic alphabet. The difficulty in the translation is the Cyrillic character "zheh" which looks like an X with a vertical line through it. The "IZH" is probably a more correct phonetic translation, but "IJ" is close enough and is more pleasing to the western tongue.
