what will cause a car to not even roll in neutral???

Stuck brake calipers. Toasted wheel bearings, ir bearings in the transmission.
I have to ask the obvious but is the parking brake on? :)

i guess i should have gave the whole situation. it is not the parking brake being set. first off my anti lock light has been on for months. anyways,when i put the car into reverse or park,even if i just accidently go past reverse and come back to neutral or drive it locks up and the car will not move even in neutral until i leave the car in neutral and pump the brakes and rock the car, then it will eventually roll in neutral and then i can drive it in drive,again if i put it in reverse or park i have to do the whole brake scenario again.
