Recomendations for CMP service rifle, AR-10 upper build up

I'm looking for any suggestions on a (AR-15) CMP service rifle. I was thinking about either going for the Fulton Armory rifle or the Bushmaster CMP rifle. As the rifle is going to be in NJ the rifle can't come with a lug or flash hider, and can't have AR-15 on it (even something like FAR or RAR-15).

I'm also looking to have a custom AR-10 upper built up with a free floating rail system (sort of like the SR-25). Again any suggestions on who to have this sort of work done would be appreciated.

The Bushmaster and Fulton Armory guns are both good for getting into HighPower. Rock River also makes a good gun with a decent club price as well and you can get it to your states requirement.

On the custom AR10 upper I have no idea, but I thought I saw matched blackened stainless steel receiver sets for larger AR10 receiver system somewhere that looked like it would make a good base for a custom rifle.
