Got grandpas 03A3 took it out the bolt will only chamber new round if the safty is on, with safty off bolt doesent come back to hit the rim.

thats not a safety, its a single round cutoff switch. it allowed you to feed single rounds at a time.

the safety is on the back of the bolt, like any other mauser design.
