Short barreled 9MM upper

Anybody know where I can get one of these?I want to build a 9MM SBR or 9MM pistol.Of course I'll do it legally (Pistol lower,registration).I've seen a couple of suppressed 9MM uppers on Gunbroker,but I can't own one of those.I've seen lots of SBR uppers in .223.
