Best (i.e., "cheap") way to convert .mpg to .wmv ?

I shot a short film of the snowstorm today (New Hampshire), and wanted to send it to some folks via email.

However, even a 1 minute .mpg file is over 7MB.

What's the best way to convert it to a smaller file size, and / or convert it to Windows media file format?

Resizing a pic (.jpg, .gif, etc.) is not a problem... it's resizing the .mpg format.
