I just stuck with the basics on mine. Various sizes of gauze pad and rolls, various tapes, SAM Splints, triangle bandages, band-aids, cold and hot packs, bp cuff, stethoscope, and some sterile water is pretty much all I have.
Edited to add: Ace wraps, pen light, non-latex gloves (personal preference), trauma pad, burn sheet, emergency blanket, pen and paper, and some other stuff that I can't think of right now!

BVM I can do, not sure about the combi-tube legally. It is in our skill set, but I think there is something about privatley owning one!
MBrooks, depends on what you are going to do with it and where you are going to keep it. We were issued personal EMS jump kits from out department complete with oxygen bottle etc... Anything we wanted above and beyond that we were required to get on our own.
As far as my persoanl car I looked at what was in my EMS jump bag, compared with what were in kits from the local medical supply company etc... and got a cheap backpack, and loaded it up with stuff from WalMart. I have a pretty complete kit for about half the money. I even had enough left over to get two 6 foot square wool blankets that are held in the backpack shoulder straps. The are rolled tightly and held together with 1/2" webbing and then tucked in the shoulder straps. Works out pretty well.
That kit doesn't have an O2 bottle but I don't think I can use O2 legally when I am outside my jurisdiction and happen to be on scene.
Good idea having the training to help out your fellow officers. Aside from CPR gear (which i hope your department issues you) you should have certain things in your trauma kit that you wouldn't normally find on even an ambulance.
I've actually helped a couple cops set up a "gunshot kit" to throw in the back of their squad cars incase the unthinkable happens to them or a fellow officer on duty and immediate care is neccecary before EMS arrives. It's very small and includes just the basics since seriously, 99% of the time you can just wait for EMS.
The bag i usually start with is a maxpedition fatboy, the central compartment i use for the gunshot kit and the rest of the bag can be used for all kinds of handy police equipment like an extra flashlight, batteries, bulbs, pens, desposable restraints, spare magazines, whatever.
In the central compartment i start with a cinch tight catastrophic trauma kit. It's a vacuum packed kit containing a cinch tight dressing, primed gauze, a tournoquet & nitrile gloves. Then add 2 asherman chest seals, and a packet of traumadex or quickclot and some extra gloves. In a smaller compartment i might keep some 4x4's and such so i don't have to delve into the other gear for anything but serious situations.

If you can use them, an ACS and some form of granulated coagulation aid might be good. Since lead sometimes flies on your job.....
