I'm looking to buy an AR-15 flattop carbine (16" barrel) with a midlength quad rail handguard, either a complete rifle or an upper. The only rifles I've seen available are Rock River, which are a little more than I can spend. Are there any other uppers or complete rifles available with these options?

You might look at AR15.com in their used section. I wouldn't go below RRA in quality and both Bushmaster and Colt would be higher.
Maybe Stag Arms might be less but Im not sure.

What is the price range? I have not seen a Rock River midlength with a 4 rail option, but I might just be unaware of such an upgrade and the additional cost of adding the 4 rail option. If I have an idea of price, I can possibly help find a cheaper option. Thanks.

Good option, right there. I know I've said it before, "If I could go back to the beginning and buy a whole new rifle, it would be mid-length quad railed, but since I have the CAR option on mine, it's there to stay.

The website lists a price of $560 for the upper (the first link above), plus $130 for an aluminum free-float quad-rail.I would want a chrome-lined barrel for an extra $40, so that's $730. I would like to spend about $850 tops for the AR, and I doubt I can find a lower for $120.
I could buy it without the rail, but I'd rather get that already installed. I could do it myself later, but I have the gunsmithing skills of a chimpanzee minus the opposable thumbs!

Go to Eagle Firearms (www.eaglefirearms.net). Go to their RRA uppers, and pick which one you want. Then go to the Stag Arms section, and pick a complete lower. They are out of their YHM midlength 2 piece rail systems, so you can buy that at Bravo Company USA (www.bravocompanyusa.com). If you do it this way, you will stay under $850 easy, and have a kick ass rifle.
If you have the time , you could piece/part your way into the upper you want.
YHM has their quad ff rails on sale thru a dealer on arfcom...
