What is your purpose for this writing?

Ideally effective writing will be an invisible window which displays the ideas and information the writer is trying to convey. What I see hear is a writer struggling to get the point across. It's hard to get to the heart of your message because the complexity of the wording distracts. The piece would be much more effective if you simplified it and did away with as much passive voice as possible.
