Well, sort of. Most IDPA shooters believe, and most safety officers believe, that your concealment garment must be open in front for safety.
The IDPA rules say, on page 40, that "all equipment should be placed so that, when wearing an open concealment garment with your arms extended at your sides and parallel to the ground, it can not be seen from the front, rear or side."
Now that doesn't really say you have to wear such a garment in competition, but that's what almost everyone thinks and will probably enforce, so tuck the T-shirt in and put an untucked button up sport shirt on over it and you'll be fine.

If you can draw and present your weapon safely using your regular method of concealment, then I think you should do it that way.
When I wear a shirt for concealment, I do not unbutton it in front. I lift it the way you would a t-shirt or sweater. It's not as fast a wearing vest open in the front with stuff in the pockets to help you clear it, but it makes better sense if you're using the matches to practice and evaluate for real life carry.

Agreed, best to see what they do at the range where you will be shooting. That said, last Tuesday here we had more than one shooter with t-shirt bagged out over his holster. It isn't fast, but if you are exercising your carry setup, go for it. Suggest you do some dryfire draws to be sure you can draw without getting tangled up; and can reholster without catching shirttail.

I'm a SO and I don't agree.

I have plenty of shooters that lift their shirts in order to draw. Only thing I have to say to them, if ever, is watch that you don't get your shirt in the holster upon stowing your gun.
