Another avatar resize

Can anyone give me a hand making this picture fit the guidelines for an avatar here. I havent been able to make it fit. Any help greatly appreciated.

I have added the photo bucket link to the picture if that will make it any easier to resize. If it does not require any special software I'll be glad to do it myself if someone could tell me how.

Thank you very much DJ, I tried a program th another GTer recommended, but was unable to make the picture very clear.
I kept getting a message the file was to large. I'm sure the program is fine, not to sure the program user is very good on the computer.
