Man, I never thought I'd get an AR, but here I am, in the Black Rifle club.
My pal Paul gave me (free) a Colt upper (fixed handle, flip up peep, etc.) with a Colt 20" bull barrel on it. Also a couple of mags.
So what do I have to do to get this .223 thing shooting? It has the handguards and ring attached, but that's about it.
Need a bolt & carrier thing.
Need a lower, stock and grip.
I'm <i>NOT</i> gonna pay a lot for this muffler.
Anyone got any ideas on how a cheap bastard can finish this rifle? Anyone want to donate parts to a .308-loving, bolt-action-loving dude who swore he'd never own an AR, just to prove him wrong? ;)

You can buy a complete lower for about $220 and you should be able to get a Charging hanlde and BCG for about $130.
If you wanna go cheaper you're gonna have to surf the AR15.com EE for some good deals.

Well, you should have some decent shops around that will sell you a lower or at least a stripped lower.

Hence the "Bastard" part of "Cheap Bastard"
Semi auto bolt and carrier will cost between $100.00 to $150.00 new.
Complete lower can be purchased for $150.00- $225.00 brand new.
It is rare to find either used unless there is something wrong with those parts.
People tend to hang on to good lowers, bolts, and carriers.
$350.00 will get you in the game with some decent stuff.

Suck it up and spend the extra money on a good trigger. As much as you want to do this inexpensively you will not regret splurging on that one thing.

If I wanted to do it as cheap as possible I would buy an inexpensive stripped lower (Stag or something of the like) and just build the rest from parts you find on the AR15.com EE. I've seen some extremely good deals on there.
If you really don't want to spend the money, you can mail it to me. I'll take it off your hands, and keep you from having to make all these hard decisions. I really need to get me a rifle, and if I got half of it for free my wife might even let me keep it. "It followed me home," and all that. :)
I got a A2 grip I could give ya;)
Best thing to do is to find a used lower on EE.
I just put together a $400 +/- build this weekend with quality parts. It's possible. I have less than $150 in the complete lower, which should meet the requirements of cheap bastards worldwide.
I can probably pony up a pistol grip, but I see with Britt's you will have many of those.

The Marlin is gone but I have a neat Walther G22 instead, to go with my Carbon 15...
