My CZ 52 isn't working properly.

When a round is fired the slide goes back and comes forward... and 'locks' when it's almost closed. I can pull down on the takedown lever and slide it the lat 2 CM's into position and fire it. Also, once I put it back into position I could slide it back the 2 cm with the tip of my pinky (like there is no spring tension) and it will lock up again. Once again, pulling down on the break down lever will allow it to move back into place.

It happens about 50-60% of the time. Whats the deal?

Also, this is a 'new' (to me) gun.

Is the recoil spring too weak? You might try a stiffer one. Being able to easily move it with your little finger doesn't sound good at all.
Not being a gun smith, I'll take a guess also that the rollers might be catching somewhere before they can lock up for the next shot. How do they look? In good shape?

It will only move with the pinky when it does the screw up. Otherwise the spring is a normal tension.

The rest of it looks good.

Sounds like the rollers are binding up. Take the barrel out and check for scoring on them and the slide area where they ride.
