I'm looking for a folding rear BUIS that locks in the upright position. Any recommendations?
I'm not exactly sure what you mean by "locks in the upright position", but Troy and Midwest Industries are both fairly popular.
Edit to add ARMS also...and I know I'm still missing some popular ones.

Midwest Industries or A.R.M.S would be my choices.

YHM locks in the upright position and is the least expensive choice at about $74 shipped. GG&G A2 sights also lock up and I have them currently on sale for $99 shipped. I can't recall if the MI lock in the upright position, but they are a good sight for the money.

Mine is from Wilson Combat - nice, midsize single aperature, flips up and down securly - mounted on the A3 rail right behind my EOTech 512, for absolute co-witness when up. $139

I have the MI BUIS and it does lock in the up position. I think it is very similar to the GG&G BUIS. I was able to buy it for 80.93 from Brownell's with my discount.

I had an ARMS 40SP, but IIRC it didn't lock in the deployed position, but it was spring loaded to deploy when you released the lever. I now have the Troy, and it does lock in the deployed position, but must be manually raised.
The Troy locks in the up position and is considered by many to be the best of the breed.

Personally, I prefer the Matech BUIS. It doesn't lock in the upright position but it's got to be pretty much pushed all the way back down to lock or else the spring tension pushes it back up. What I really like about the Matech is that in addition to the A2 windage knob, there is an elevation knob that will adjust ranges from 200 to 600 meters as well.

There is also an extensive BUIS FAQ/forum on AR-15 - with pictures of some of them.
I agree with other posters that the Troy BUIS is the one to use. There was a canting problem with the Troy BUIS, this issue was discussed at length on ar15.com. Some suppliers were testing them before shipping and replacing the bases on the ones that were canted.

I previously had an ARMS #40. No problems, but I didn't like that it didn't lock...just held up by a spring.
Bought a Troy and couldn't be happier with it.

Why does that matter? If you smack it on something it will spring back. If you smack one that locks you risk breaking it, then you're screwed. I see the lock as a liability.
I'd vote for the ARMS, good sights and cheaper than the rest.
You won't break the Troy by bumping it. Its strong, very strong. I would think the Arms #40 by repeatedly flexing it you could get debris in it forcing it to jam or loosen up when the spring loses its tension.
If Jesus wanted a BUIS; he would want a Troy.
