Does adding a standard flat mag baseplate off of a 20/21 magazine to a G30 10 round mag convert it to a reliable 9 round mag?

After close examination of the 10 round magazine........ NOPE.
The entire magazine is longer, it's not just a +1 extension.

Yeah, you just have to buy 9 round magazines.
