Inexpensive moving targets?

Has anyone out there figured out how to make an INEXPENSIVE moving target? It could be a swinger or move on a cable or whatever, as long as it MOVES and doesn't cost much to make. I think such a target would spice things up at our informal Saturday Night Steel Shoots but I don't see any of us coming up with the bucks to buy a commercial version. On the other hand, some of the regulars own (and may actually know how to use) hand tools. (I am not among those!)

Any ideas, plans or suggestions?
