Sending off my SBR permit application, is this the right address?

Not unless it has changed. Check the top of the form for the correct address.

This suggests it is still sent to DC.

If you are buying on a Form 4 then it goes to the Chicago address on the form.
If you ar building on a Form 1 then you can send it to the address in D.C. on the form, and they will forward it to the new address of
BATF NFA Branch
244 Needy Road
Martinsburg, WV 25401
Or you can just mail it to the WV address above.
Make sure you include your 2 copies of fingerprints, attatch photos to the duplicate forms, and 1 copy of form 5330.20 citizenship certification. If you use online printed forms make sure the forms are printed two sided, not a back and a front on separate sheets. Write a personal check so you can tell when they cashed it.
I sent it with a USPS money order, and I didn't know anything about a 5330.20 citizenship form... Well, I guess I'll be getting it back as incomplete to try again.
Wasn't like I was in a hurry to have a SBR or anything.:upeyes:

Fill it out certifying that you certify yourself as a citizen.
stupidest government form ever made.
Find out who your examiner is by calling, 304 616 4500 send them your forms reference your transfer and you might be lucky if they get together.

You are safe with sending to Chicago first....
That is where all form 1 & 4 went to until the Crime Bill took effect in 1994... then ATF wanted to verify current configuration (pre or post-ban) before approving those SBR's... they would mark that it would need to comply with post ban if you was using a post ban firearm... not applicable anymore, there is no Crime Bill in effect.
