cannot legaly be built, it must be bought and registered? even though they are allowed in my state?
As long as you submit an ATF Form 1, along with the $200 check, there's no reason you can't build a suppressor yourself. In fact, the VP of R&D for my company (I'm an FFL / SOT) built two for himself long before he joined the company.

Yeah once you submit yer forms, and they return your paperwork with the approved design info, you commence building, but not before :)

with approved design info??
but uh let me see if i can guess something here. first, its pretty obvoius why they dont want the public owning machine guns. but suppressors? i guess so you cant commit murder so easily? and if you did own one, and they knew you owned it, and someone was shot, and nobody heard it, then they could have an easier time figuring out that it was the guy with the supressor who did it.is this close to right?

Uhh yeah You don't just submit the Form1. You have to submit ALSO your design. AKA length,width, caliber etc. Then once they approve it, you build it. You don't get to build it THEN submit the forms.
What I DON'T know is if you are required to provide specifics on the baffle stacks. Someone else will have to answer that.
As far as the rest of your statement, I have no idea what you are asking. Who is they?
I'm in FAVOR of the NFA law pertaining to registration and background checks on NFA items. What I'm NOT in favor of is most of the rest of 922 where you can't MFG new machineguns.

There is a place on the form for length and caliber. No other design specs are needed or provided. If there is something unique about your design you can mention it in the description field but nothing is required.

Really? obvoius? I think not. You are trying to put logic behind the laws that IMHO have no logic.
I built one on a Form 1 and I didnt submit any prints or design criteria. As far as I can tell on the Form 1 that is only required if you are building a prototype.
Since mine was pretty typical, I did not submit anything other than the Form with the requirements.
