I am trying to put the welcome screen back on my windows xp. When I tried to turn in back on it says that this has been disabled because of a recently installed program and that I need to unistall this program. Then it says the name msgina.dll might help me identify this program that made the change. Please help. Thanks
Do a system restore back to a time when you knew it worked..

you might find that DLL in msconfig, and I think you can turn the welcome screen back on in gpedit. That is all assuming Pro, I don't know if home has both.
Will a system restore delete any programs or just reset the settings?

boot in safe mode (F8 during the boot), remove any recently installed program, reboot in normal mode.
First, this is a good example of why you need to write down or copy and paste the message (press ctrl+c when then message box is displayed). An exact error message would help in finding the exact solution.
MSGINA.dll is the Microsoft Graphical Identification and Authentication Dynamic Link Library, which is basically the part that provides the Welcome Screen/interactive logon.
You may need to download additional security updates or something. Make sure you do a full Windows Update.
If you screw up msgina.dll you will be rather unhappy.
