I use an older version of GIF Movie Gear. works fine for my purposes.

Its not for the faint of heart. It has a medium-high learning curve. It has to many features, they can be hard to locate. There are lots of tutorials available online. Google 'GIMP edit GIF' or something like that. Good luck.
