Im wanting to build an ar15 full auto.
Im not a dealer let alone a class 3 is that a problem if not so far so good.
I live in a good state.
I belive i have to purchase a lower unit assembled pre 1994 and do all the paper work and send the batf alot of money they dont deserve
if all that is good i think i am set to go.

You are almost correct. All MG's that can be owned by civilians (known as transferable MG's) had to have been made and registered as MG's before May 19, 1986. In order to have a full auto AR now, you must purchase a registered receiver, registered lightning link or registered drop in auto sear. Any of these will cost you close to $10,000 or more. ATF only gets $200 for the transfer tax. The individual/dealer who currently owns the registered part you want to buy gets the big money. You would complete 2 ATF Form 4's (along with CLEO sign-off, fimgerprint cards and citizenship form) in order to transfer from the current owner to you. It would be best to just go to a C3 dealer in your state and have hime help you with the search for the MG and the paperwork. HTH.

well i guess what i have been reading is WAAAAAAAAAAAAAAAAAAY out of date. and yet still i think i will have to find a way to purchase a new toy.

yea what is the diffrence between a form3 and a form4 if you know??

A Form 3 is used for a tax free transfer between C3 dealers. A Form 4 is for a transfer to/from an individual. For example, if I were to sell you my M16, I would have to transfer it to a C3 dealer in my state on a Form 4 ($200 tax) and he would then transfer to a C3 dealer in your state on a Form 3 (no tax) and then transfer to you on a Form 4 ($200 tax). If you are looking for a MG that is currently out of your state and it is on a Form 3, it would save one of the $200 taxes to get it to you. The forms can be confusing which is why I would recommend you contact a C3 in your state for help.
